Do soldered CPU's/GPU's need thermal paste?

I am about to order a Clevo laptop and the reseller said they do not apply thermal paste to this unit because the CPU/GPU are soldered onto the motherboard.

Are they right? Or should the thermal paste be applied anyway?

If not, can someone explain why?

I would avoid buying from that reseller as they do not know what they are doing.
The cpu is soldered to the motherboard by the pins on the bottom of the cpu ,the heatsink is attached to the top of the cpu and indeed needs thermal paste or it will overheat.
