Low FPS Help please.

Hi all, i purchased a new laptop a couple of months ago and have started playing a game called Runescape. It is a browser Game, however i am having trouble playing due to low FPS. iv'e looked at a few videos in regards of how to improve FPS which have had no improvement...

i have tried allocating more ram to the game
Clearing cache
reinstalling the game
reinstalling java
installing a program called razer cortex gamebooster
disabling firewall
setting priority of game to high

The minimum specs for the game are: RuneScape: 512MB RAM, 1 GHz CPU, 128MB 3D graphics card.

RuneScape HD: 2GB RAM, 2 GHz CPU (NOTE: Even with these requirements, it is 95% certain you will still have technical lagg issues relating to the performance of your computer, not the server i.e your FPS will be low.)

my computer by far exceeds the minimum spec yet i am unable to play due to bad FPS i don't lagg/disconnect but the movement/actions in game are shockingly slow.

if i go into an area where there is more going on/more people etcs my fps will drop to 4-10 which is barely playable

i have a Compaq Notebook - 15-s108na (ENERGY STAR)
Windows 8.1
Intel Celeron (R) CPU n2840 @ 2.16Ghz processor
8GB RAM

is there any methods or things i can do to help improve my fps? or do i just simply need a better computer?
