How to change the audio frequency of sound being played?

Suppose I am playing a movie and the people are talking to each other. Instead of hearing their normal voice, I want to make their voice sound robotic by changing the frequency, pitch, etc. How can I do this easily? I tried VLC, it has audio equalizer but you can't really make it sound robotic. Is there any other standalone software that can change the voice of audio being played? I know there is a program that changes the voice of microphone input audio. But I need it for any audio that is being played on the computer.
 
Solution
There is no simple application for that. You need to extract audio track from the movie, process it separately, and merge it back into the movie. VLC is just a player, it is not an audio editor.

Download Audacity - it is free pretty powerful audio editor, and play with a small audio clip on it to see what you can do.

Okay, that makes sense. Can you tell me which settings I have to work with in Audacity to make the voice of people sound like a robot's voice?
