How do I convert a pc picture to DCIM folder once I transfer it from my pc to the memory chip so I can view it on my camera

You do not convert anything.

If your camera does not recognize an image you put in that folder (using a memory card reader), either the image format can't be read by the camera (especially if it's not JPG) or the camera uses a database of it's own images to display them quicker (but unable to display things it didn't take.

If it's the second, you won't be able to do anything. If it's the first though, simply try to resize photos so they are the same size as the camera's own images, and then try using a baseline method with lower complexity (percent quality)
