So what is better interms of what will be the power of the intel hd graphics?
The Thinkpad x220 has an i5-2520m but only HD 3000 and then the thinkpad edge has i3-3227u but intel hd 4000.

Solution
Yes, the Core i3 can limit overall game performance. But games should still play better on the laptop with the Intel HD 4000 because it is more powerful than the Intel HD 3000.

I tested the Intel HD 3000 in my Lenovo IdeaPad Y470 in a few games (I disabled the nVidia GT 550m). I used it to play Fallout 3, Skyrim, and Mass Effect 3. The games were playable to a certain extent. Performance was mostly below 30 FPS with extensive editing of the FalloutPref.ini & SkyrimPref.ini files to total disable shadows and lower some other settings that can only be done in the ini files. I also downloaded some mods to lower texture quality to improve performance and a few other performance tweaks as well. I probably played those games for an hour or...

For Mass Effect 3 I simply set the game to "Mainstream Graphics" which is the lowest graphic settings. I actually completed the game on Insanity which is the hardest setting. Gameplay was okay since FPS was generally between high teens and high twenties. But I played the game a few times on my desktop so I knew what I was doing.

I do not have a laptop with the Intel HD 4000. So I personally do not know it's performance. I have a Dell Latitude 3540 which has the Core i5-4200u (which has the Intel HD 4400) and Radeon HD 8850m. I tested those same games using the Intel HD 4400 and they performed a lot better. Using the same resolution (1366x768) and mostly the same edited ini files for Fallout 3 and Skyrim (had to re-create them) I can easily get at least 40 FPS on average and even up to 50 FPS is possible in certain circumstances..... Mass Effects 3 was probably high 30s to mid 40s.

Solution
The hd 4000 will have an advantage over the hd 3000. The cpu will restrict the performance of the games you play on both laptops as they are not that strong. I would still get the one with the hd 4000 as there is not that much of a differences between them.
