Black screen with spinning cursor.

I haven't updated or changed anything on my laptop. Before the issue occurred I was converting a video. Wanted to stop the conversion but the application froze. I got annoyed and powered off my laptop by holding the power button. After booting past the windows loading screen it brings me to a black screen with a cursor. The cursor flashes with a spinning circle next to it to just the spinning circle.

Ctrl alt del doesn't work. When I press the shift key 5 times it makes the sound but nothing is displayed
I have plugged in my monitor but the same thing is displayed.

I have used a repairing program that let's me boot into a windows type thing. (It was only 200mb) I went into my registry and it's set to boot into Explorer.exe.

I have not found anything like this online

Hi,

See if you can boot the laptop into Safe Mode and do the troubleshooting from there.
- Turn the laptop completely off.
- You'll need to press F8 repeatedly to access Advance Boot Option where Safe Mode is
- Turn the laptop on and start pressing F8 just right after you press the power button until you see Advance Boot Option
- Select Safe Mode then press Enter.
- In Safe Mode open Task Manager and in Startup tab disable all your startup items and reboot the laptop and it load into the normal mode.
- If it doesn't work load it back into Safe Mode and perform System Restore bringing it back to an earlier date or time before the problem started happening.
