What are the best speakers with good bass?

budget?

2.0, 2.1, 5.1?

size limitations?

do they need to be "pc" speakers?

a decent pair of bookshelf speakers from the hifi/home theater field will push a fair bit of bass even without a subwoofer. with a hifi subwoofer you can really feel the low end if you picked the right sub.

most pc speakers only get "boomy" from the sub which is generally not very "punchy" and sounds bloated when compared with "good" quality low end from higher end equipment.

given that, much depends on budget and your expectations.

Well, honestly I have no idea what 2.0 , 2.1 and 5.1 is about?
Well I will use the speakers for the pc as listening to music with bass, audio testing for the bass and videos I guess.

budget probs under €100 if there are good ones.
 
2.0 mean left and right stereo speakers
2.1 means left and right stereo plus subwoofer (since it is only bass labelled .1)
5.1 means 2.1 plus center dialogue speaker and 2 rear surround sound speakers
Given your budget I would suggest going 2.0 and adding a good subwoofer later if needed.
Something like the Audio Engine A2 or Kanto powered speakers. There are a lot of these so price and brands depend on your country. Search for music self powered speakers.
