Issues with Windows 7 5.1 Surround Sound

So I have Diamond Xtreme 7.1 sound card and a Pioneer VSX-815 set up for 5.1. I have Windows 7 64bit. I am running the audio from the card to the reciever through the SPDIF. My PS4 plays surround sound just fine and my PC only plays 5.1 surround when I go into my control panel and test the audio. DTS, Dolby Digital, and WMA Pro9 all register on the reciever and play in 5.1 but only for the duration of the test, then it just goes back to dispaying Auto Surround. When I try to play a video game or watch a video confirmed with 5.1 on VLC, it only plays through 2.1 channels. I have looked all over to make sure any settings possible were set for 5.1.
What am I missing?
Also, I should note, that if I play a video that is confirmed 5.1 through VLC, no audio at all comes out.
The reciever is set as my default device and all other devices are disabled.
