Dell Laptop no post, bios or boot

I have a Dell Studio 1737 and had to replace the mobo a year ago so I bought a refurb. Anywho, for about a month I have been getting the BSOD. Well last week I reformatted my HD thinking it could be a virus and now it wont post, boot nothing. The fans are not running and on the media panel all the lights will light up for a sec then they go back out.

I replaced the ram but still problem persist. I put my HD on another computer and it boots just fine. I tried to look at the circuits and the board itself but really couldn't see much. The graphics card is integrated and it appears to have a bubble around the center and it looks discolored like it has overheated.

Would a bad graphics card give me the blue screen and cause the board to seem like it has no power? I have the same problem with the battery on and off (with the p/c attached). Could it be a bad pcu? I have no way of testing the pcu short of taking it to somewhere like best buy and have them charge me $30.00, when I can get a new one for $50.00.

The answer is yes, a bad or corrupted graphics card driver can cause your laptop to produce BSOD. One way of resolving that issue is to download and install the latest driver for your Graphics card. Go to Device Manager then uninstall the graphics card driver then download and install the driver that can be found in Dell Support site. Once install reboot your laptop and observe if it goes into a blue screen again. If that happen there might be other corrupted driver more likely is the Wireless card just do the same thing with it like the graphics card and that should resolve that issue.
