I cannot remove the cover that is outlined in red. It is part of the laptop.

You have to remove the entire bottom plastic. The top and bottom portions of the laptop separate.
Now why do you need access to the fan for? Is it completely broken?
If you do not know what you are doing then I highly suggest you take it to a shop as there are many small cables and parts that have to be removed and if you are not experience with disassembly then you could easily break something.
