Toshiba reset, no no Bootable device

Rundown, I was working with a developer on a project, he sent me a link to his IP server to view his work. Backed out of our agreement and now computer was acting up. Saved all my files to external drive. Safe mode factory reset deleting only my files and not partitions. Will not boot now. Windows 8.1 Toshiba satellite.
Tried changing to safe boot off, csm boot USB first and use a windows 7 boot drive but get another message practically the same. What can I do, it's not letting me boot.
 
Solution
Most of the time going into BIOS and setting things up to default settings and running the recovery tool again does the job. But in some cases if it does won't try running again your USB Windows 7 boot drive to try to force it to format back to Windows 7. Lastly if all else fail try creating a Windows 7 bootable disc instead.
