Dell Inspiron Core 2 Duo T8300 does not always shut down despite updating Windows 7

My Dell Compute shows shutting down. Yet does not always shut down completely despite having the latest Windows 7 updates.

Other than taking the battery out, I have tried unsuccessfully by trying to shut down my laptop. Including the power button.

Is there any other methods I could try?

Also, I understand the above model. The T8300 will not run on Windows 10 and that if I were to try, then I would experience issues like failing to get my drivers to work. Is it possible that I may upgrade the above model if deciding to install Windows 10 in the future? If so, which upgraded models do you recommend?

Failing to shut down is usually a device driver conflict.
Go to the dell website and download and install all of the available drivers for your laptop. Do not use drivers from the parts manufacturers or windows update.
