laptop not powering on

So I've had this laptop for a couple years and it worked all right about an hour ago. Then i turned it off and went to go play a game. I came back and turned it on and the dell boot screen came up for almost 5 seconds, and then shut off and kept repeating this process. I finally took out the battery and tried a new one and still no luck (both fully charged) i finally gave up and went to get some water and came back just to try one more time and the computer didn't turn on at all. it's really frustrating the heck out of me and i just dont know what to do. Please if anyone knows what the problem is.



Ps: my laptop is a dell latitude d620 with windows 7 and Intel core processor. 4.00 gigs of ram with 3.25 usable.

Well i got ot to turn on, but its still doing the boot loop thing. I used to be able to get around it by holding the power button down until the bios loads but when i do it it tells me that time of day isn't set. So i set iy and it does the same time of day thing. And when i finally decide to skip it it loads windows and right as i get to the user screen it shuts off and repeats this process. I know the battery and hard drive are fine i tried them on my other laptop and they worked perfectly. but the reason i am not using the one that works is because it doesn't handle games very well.
