Please try and reinstall the driver of your touchpad from Toshiba's support page.

Just key in the model number of your laptop and it should give you the exact drivers for your PC. Just look for the Touchpad driver that should be listed as well.

I had the same problem, tried to uninstall the driver for touchpad but that did not help, then I did a driver rollback to previous driver that picked up a driver from PS2 Compliant Mouse rather than the specialty driver from 6/21/2006 and it works perfectly.
Not sure what is missing but I can at least move my mouse around now and use the buttons.
