Alright so I first noticed this issue on 13/8 ( tested with both the new and old driver and its the same thing ).The Memory and Core Clock is dropping while ingame.

For example.
When I start CS:GO and I'm on the menu/loading screen I have

Core Clock 845.2 MHz
Memory Clock 1254 MHz

When I'm actually ingame an playing it drops to

Core Clock 660 MHz
Memory Clock 390MHz

even further I see more drops occuring every 3-6 seconds and it drops for a second to
Core Clock 270 MHz
Memory Clock 209.6 MHz

As I said, while using Firefox the clock is
Core Clock 845 MHz
Memory Clock 1254 MHz
I tried to mess with nVidia Control Panel and set it to Max Performance, drop every ingame setting to low but nothing works.

Hi,

You mentioned you already tried installing the new driver? Did you download that latest driver from NVIDIA support page? If not here's my recommendation, uninstall the graphics card software and driver both from Programs and Features and in Device Manager. Once removed, download and install the latest driver using NVIDIA auto detect found in this link http://www.nvidia.com/download/index.aspx. Reboot the PC after all these steps and try running the game again and see if you'll see any changes.
