A digital converter box is to tune in over the air digital broadcasts, down convert the signal to SD TV, and output it through av or RF for older SD TVs. It doesn't have an input for anything else. You can connect a converter box and the Roku 1 to the RF modulator below and when the Roku is off the converter box will be connected to the RF input of the TV.

I received the RF modulator as suggested and as of today, I have a working TV and Roku! Thanks so much for your help.
