I need a basic video editor software

free or commercial it dose not matter ,but 60$ USD per license is what i can afford
i need a software that enable me to Cut, Merge and write simple texts on clips from full hd Videos i shot by my cam and cellphone ( 2~5 GB file size in x264,mkv, mp4 and mov mostly )
my OS is windows 8.1 and I'm planning to upgrade to windows 10 after month or two.
basic editing only, it doesn't need to be professional like Adobe Premiere or Cyberlink PowerDirector ..
any advice, i certainly appreciate it in advance and thanks

Windows Movie Maker should still be out there for your very basic video editing, and should still be free. At least, it's worth looking in to. I use it for mashing some clips of games together, title pages, text, music/sound. Again, it's free, so give it a look and see if it'll work, if not then someone much more into it than me may have a more professional option (~$60).

thanks for helping guys, i tried movie maker but it has a big downside ,when i import a 1080p video to edit (3GB,x264 codec )
with a high bitrate it takes ages to load in the program despite the power horse my machine have ( ssd, 16g ram 1866hz , intel i7 hasswell ) and it reduce the video quaity significantly.

Adobe Premiere Elements with a quick research dose note support editing 4k .. which i may use in the near futuer
i may try CyberLink PD and give it a shot after all

man it is a gem!
i downloaded the trial version and tried it out found it more than satisfying for my current needs and easy to use
i will buy the bundle filmora + video converter ultimate for 69,94$
