video only shows one frame on acer desktop

Forgive my ignorance, but isn't Picasa meant only for editing photos?

EDIT: Okay, so I see that Picasa can play certain video files, but not always well. Are you just trying to watch video, or edit it in some way as well? If just watching video, VLC media player is one of the best, as well as free.
