Power Adapter acting weird

I have a Dell XPS M1530 that i got for free and i found a power adapter that works with it (the laptop's rated voltage input is the same as the voltage that the adapter outputs and it fits in the port so im going to say that it works with it) When i plug the adapter into the wall outlet the light on it goes solid green. when i plug it into the laptop, the adapter starts a low pitched whine and the charging light on the laptop starts blinking red. after afew seconds, the adapter does a high pitched whine for afew seconds and the charging light turns solid blue for afew seconds before the whining on the adapter stops altogether and the green light on the adapter gets extremely dim, then bright, then dim, over and over again while the charging light starts blinking red again.

When i leave it plugged in for awhile. i am able to power on the laptop but the power button lights up blue for afew seconds and thats it. absolutely nothing else happens.

Sorry for the lengthy description but i wanted to get every detail down.
