You'll need to go into some detail to explain "not working".

What happened before it stopped working? was it shutdown? did you get an error message? etc.

There should be no problem changing out the HDD for a new one, but that brings it's own complications (reinstalling windows for example).

if you can explain the circumstances, you might even be able to get your HDD up and running again without replacing.

Generally a smart failure error is not a good sign. Sometimes a virus is causing it, but more often than not, a replacement HDD is in order/will be soon.

Not sure of your location (I'm assuming India as 12K in rupees is about the only currency that 12K exchanges remotely close to acceptable - although still waaaaay over priced).

You have a couple of options now. Personally, I'd take this opportunity to upgrade to a SSD, rather than just replacing with another HDD, but that'll depend on the capacity you need.

For example, http://www.amazon.in/Seagate-Momentus-ST500LT012-Internal-Notebook/dp/B008BTOBWA/ref=sr_1_3?s=computers&ie=UTF8&qid=1437747718&sr=1-3&keywords=hdd+2.5 is available for around 3K rupees, and you can install yourself (honestly, replacing an HDD is straightforward).

If however, you can get by with about half of that storage (so 250GB), then you could go the SSD route:
http://www.amazon.in/Samsung-2-5-Inch-Internal-MZ-75E250B-AM/dp/B00OAJ412U/ref=sr_1_1?s=computers&ie=UTF8&qid=1437748036&sr=1-1&keywords=ssd for around 8,500 rupees.

Google/Youtube are your friends as far as switching it out/moving files/OS etc.
