AMD laptop APU usage

While I am playing for example Battlefield 3 my CPU usage is only 45% and clockrate is about 1,7Ghz in Task Manager, but in MSI Afterburner is everything on 100%, is this normal?
next example:
1. Opened Chrome with few tabs(YT,FB...), hearthstone and CPU usage is 1.4Ghz a usage 55%..
2. OBS streaming just Hearthstone and open Chrome is CPU usage 60% and 1.7Ghz usage but OBS is saying something like "Check settings, frames encoding takes long time..."

The main problem: While I am doing some of this things I cant do anything because everything is laggy(ex. if I open next tab and open some site it stuck in homepage of browser and nothing happening, low frames in games, droping frames in OBS...)

Laptop
CPU: AMD A10 5750M
GPU: AMD Radeon HD 8750M
Driver version 13.152 (GPU driver from HP)
Windows 8.1 - latest update installed
 
If the laptop isn't overheating, then this could be a voltage issue. The CPU should run at 2.5-ish when not a lot of stress is put on it, and closer to 3.5 Ghz under heavy load.

Check your temps with software (HWiNFO64 or HWMonitor). If it's running hot (90 C +) when doing a lot of work, the laptop needs cleaned out and/or the thermal compound needs replaced.

If that's not it, it could electrical related (possibly hardware defect).

Voltage is OK, temperature I think I cant check because in both programs temperatures were about 140C and in AMD Overdriver -25C. I decided to update all drivers from AMD and now its better.
