How to format C drive

I have Dell Inspiron 15 3542 laptop. I want to format C drive. It is using Win8.1. I have gone to dell backup and recovery option present in laptop itself and created factory restore disk n app. n drivers backup on two different DVD'sDVD's(8GB storage capacity). But when I restart my system it does'st load the setup. I have changed boot sequence also(Windows boot manager-other iptions are IPV4,IPV6 and UEFI...). Pressing F12 also doesn't help. Please tell me how i can format C drive. I have 1TB harddisk but i dont understand why people don't recommend using it as bootable media. I dont have 16GB PD and can't get any(in case you suggest to use it).
Windows is genuine.
Please help.

normally if you disabled fast start option you can enter in command prompt from where you can format any drive you want
Or you can just insert the windows CD you have and when it ask you where to install it you can format the desired drive

most times now with dell and there restore disk/partions. you start the prossec in windows or in the bios. it be an option in the bios to restore the pc. a lot of them now use a hidden partition to run the restore from. you can also contact dell and for a small fee they send you the factory cd. the last is download the windows iso from microsoft and use there iso to usb tool to make a bootable usb stick.

But the problem is that it doesn load cd on startup. I keep pressing F2 n F12 and other buttons but still it doesn load anything from cd,instead it loads BIOS menu. I have created that cd by going to Dell's backup and recovery-creat factory restore media.
One more thing if i go to Dell's factory recovery system then full system will b restored in its previous statr including partition size or just C drive.
