I have a Toshiba laptop that does not have a HDMI port. Is there a HDMI card that can be installed in the PCI slot? or is there a USB to HDMI converter cable. I am looking to watch movies from my laptop to TV. I was told VGA does not work as well.

Assuming it's a newer, modern laptop...
I find it hard to believe that there is no VGA alternative output port however I was unable to check because I couldn't find any info on that model.
Have you looked for a mini-HDMI, display port or mini display port on that laptop (might be small). All of those are digital and should offer a better picture quality than VGA.

The VGA to HDMI is possible but would likely require an adapter (not just a cable) because you are attempting to go from analog to digital and something needs to convert the signal type.
