Is my CPU too hot? Having FPS/freezing issues

All of a sudden, a week or two ago, I started getting REALLY low FPS spikes in World of Warcraft, and having freezing issues with my system in general. The FPS will go from 108 to 30 to 2 and then back up in a very random fashion.

I have a Dell Precision M6600 Workstation laptop. Attached an image CPUID HWMonitor. I've done the following to try to fix it:

- Friend bought me a laptop cooling pad, seems to have lowered the temps a little bit
- All graphics settings in every game are set to as low as possible
- I have a small fan pointed at the laptop, trying to help
- When I want to play a game, I have closed all other applications to try to lessen the stress on my laptop
- I've taken the laptop apart as much as I feel comfortable with and used canned air to clean it out
- Turn off my laptop if I won't be using it for more than an hour
- I know my GPU isn't listed as a supported GPU from Blizzard, but I've been using this laptop for two years and never had a problem like this before.

Is my FPS/freezing issue due to my CPU being too hot? If so, Is there anything else I can do to cool it down?

Change your power plan so that the CPU is utilized only 95%. Lower by 5% increments until the temps are almost always under 70c. Do the same for the GPU.

On a side note, do you have an antivirus? I doubt that it's a virus causing it, but you never know.

Thank you for an ACTUAL answer. I lowered my CPU max processor state to 90%, which got my CPU under 70. I don't see an option in here for GPU, but I will continue to look. I've also run Microsoft Security Essentials, AVG, and Malwarebytes to make sure I have nothing malicious on my system. Everything has come back clean.

I think the CPU is the culprit. When that guy gets hot, the whole laptop inside gets hot, making it harder for the GPU to cool. Try playing games and see what happens now.
Is there a way to cap fps in your games? If so, cap it at 60. The human eye can't see more than 60 fps, so going higher doesn't make a difference. Capping it relieves some stress on your GPU since it has to build those many frames.
