You will need to find out if the alert system already has an amp built in. If so is it designed for a 25/70v system or 4-8 ohm system?
A 25/70 volt system puts a dc voltage on the audio so you can use thin wire and simply wire from one speaker in parallel to the other without impedance issues. This is the way I would expect it to work. The speakers you bought do not have the step down transformer needed for this type of system. You could change them for speakers that do or add a transformer at the speaker.
If it is a 4-8 ohm system then you will need to connect the speakers to maintain the correct impedance so as not to blow up the amp. An impedance matching speaker selector would make this easier to do. If you need volume...

They need to be connected to an amplifier otherwise you are not going to hear anything, and the amp needs to be connected to a source somewhere (microphone, etc). Get a decent sized amplifier so you can run the wiring of all 4-6 of them back to the single amp. It looks like the volume control will need to be done on the amp as well, as these overhead speakers do not have individual volume controls like ours do.

This is the way I would expect it to work. The speakers you bought do not have the step down transformer needed for this type of system. You could change them for speakers that do or add a transformer at the speaker.
If it is a 4-8 ohm system then you will need to connect the speakers to maintain the correct impedance so as not to blow up the amp. An impedance matching speaker selector would make this easier to do. If you need volume control for each speaker then some of these have impedance matching in them so you would not need the switch box.
If you need to add an amplifier you will need to know the output (balanced or unbalanced) of the alert system. You should not need much power for announcements maybe 10 -15 watts per speaker.
