Well you can either use AMD's OverDrive then adjust the clocks there, or you can use a program from one of the card makers like MSI Afterburner or Sapphire Trixx. Just ramp things up in small steps and watch your temps, and back off if you start having crashes.

I'd also suggest googling guides for overclocking R9 280x's, both written and video (youtube). There are almost always really good step-by-step guides for overclocking pretty much any computer part these days.
