Desktop issues, try to fix? or ditch and get a laptop? ( for Internet, Minecraft mainly)

Other than my general internet and word processing, my son plays Minecraft. He is also working on a Youth Digital Modding course. At least he is TRYING to work on a modding course, the computer keeps crashing, is slow, and sounds like an airplane about to ascend.

Is it worth trying to find a fix for this machine we have, or should we look for a new tower (the monitor is still in very good condition) or a laptop? What would I need to look for if we went new?

I should also state that we need to resolve this issue with the least outlay of $ possible. IOW, I would want to spend just as much as I HAVE to spend, and not more. Just enough to not have us super frustrated.
