Is my motherboard dead. GA 970 ds3p

My build is not posting. Before,the fans would spin for about a second then stop. What does this mean. Is my motberboard dead. It was second hand so.

could be

first try a clr_cmos
second try another power supply (if you have one handy)
third remove your gpu and see if it seems like your system is powering on (dead gpus can cause this too)
forth, remove all but one stick of ram, try it in each ram slot on the motherboard, then try the other (dead ram can do this too)

The Gigabyte boards will usually spin the fans up for a second (then power down, then turn back on after a brief pause) like that if the CPU is overclocked. If it fails to turn on, it doesn't think the settings are stable. Agree with the above - find the CLR CMOS jumper and go from there.
