Remove the CD/DVD from your CD/DVD drive if any, and remove all the USB connections, and then try booting the laptop. You may also want to check if the hard disk is set as the first boot device in the BIOS.
If the issue persists, you may need to boot Windows in the Safe Mode (by pressing the F8 key repeatedly after the system startup) and restore it to an earlier restore point. You can see the instructions to restore Windows to a restore point here.
