horizontal static lines on laptop screen, not replicated on vga output, but still present on hdmi output

I've had this problem from day 1 of getting my new laptop (gigabyte p35k CF1, upgraded to 16gb ram, and 128gb SSD + 750gb HDD) OS is Win8.1with Stardock's Start8 shell. Drivers are up to date.

I get thick horizontal white and black static lines that appear on the screen, or the screen flashes to black and back to the image. It occurs most often when I'm playing games, and more severely when running in borderless windowed mode. However, I've had it occur while just scrolling webpages (specifically while scrolling, in that scenario if i stop scrolling it immediately stops)

I've mitigated the problem somewhat by running games only in full screen mode, which drastically reduces the occurrence of the problem, but doesn't solve it.

When outputing to another monitor in vga, the laptop screen will continue to have problems, but the 2nd monitor has 0 issues. However I discovered later if I output using HDMI, then both displays will have the same problem.

I RMA'd the laptop once to gigabyte (who replaced the laptop screen) but this hasn't solved the problem. Unfortunately I deployed immediately after that so I wasn't able to RMA it a second time just then (leaving was the reason i bought the laptop to begin with).

It is still under warranty, but if there's any way I can fix it, or at least figure out the cause I would prefer to do so myself.

I've know that static lines can be caused by in-correct refresh rate to screens? Find out the correct refresh rate to screen I found a 60 hz on the web? then check the laptop's advanced display settings to change the refresh rate if wrong?
