Using a jpeg as a thumbnail for a video file

I am trying to organize my video files into a more aesthetically pleasing form. I'd like to use the DVD cover image file as the thumbnail for the video files, and for my videos that I recorded myself, I'd like to use images of the person in the video or an image related to the content.

Is there a way to do this? I assume I'll need to use some kind of video editing software to do this, but I am completely unfamiliar in this venue.
 
For what I know, Windows Explorer does not have this feature. If you keep single movie (or series) in a folder, you can put the JPEG file in the same folder, and Explorer will show it in the thumbnails preview.

If you have huge library, you might want to check some special software for organizing your library. Picasa is good free starting point.
