I don't think there's such a thing as an un-powered USB port; it simply wouldn't work.
There are, however, ports that only provide power but no data. Is that what you're thinking of?

Maybe they were regular usb and powered ones had more power? IDK just remembered seeing it on a laptop. Come to think about maybe a dell? I was thinking of maybe laptop had 1.0 and 1.1 ports? or 1.1 and 2.0 ports *shrug* Hope'n someone who knew about laptops from 1996 - early 2000 would know something. I had usb ports back then just I never personally used an usb device until sometime after 2000. Everything I had needed a parallel port, serial port , or a Ps/2 port lol anway I keep thread open for longer see if anyone else can kick in a thought or two. if not I will close.

Could have been USB 2.0 vs 1.1.
I don't think there was anything that charged off USB or used substantial power back then.
