If you could provide some more info on the issue would be great. Is the drive powering up? Is this a brand new drive?
If you have been using the drive for a while and it just disappeared, you can start with some basic troubleshooting steps as just changing the cable as well as the USB port you are connecting it to. If the issue persist, you need to go to Disk Management and see whether the drive is recognized over there and how. If the drive has some damaged partitions or a file system, you will need to use data/partition recovery software in order to retrieve your data.
If the drive is brand new and it does not appear on your computer, you most probably need to go to Disk Management -> initialize it -> partition and format it.
