Try renaming the exe and execute the renamed one. It worked for me in a couple of cases but not all. Hope MICROSOFT will make a fix soon. Several programs are where they were but do not work .. because windows cannot find them!!. And even if you try to execute them directly by double clicking on them, they just do not work.

HOOOOORRRRRAAAAAYYYYYY this worked for me to. Windows must not like "Arco". Must have been disliked after a Windows 10 update.
Some speculated it was AV software that kept it from open. Kinda doubt that as the remote support tech SAID he turned my Webroot AV off and tried to open the program with no success.
