Xps 12. i7>i3 it has more Solid state storage.

It always depends on how you use it. The Dell is an i7 but a 3rd generation i7. The dell has 256 Gb of storage and Surface 64. The Surface will be more mobile and probably better battery life with a 3rd generation i7 versus a 4th generation i3.

The 3rd generation Core i7-3537u (2.1GHz / 3.1GHz) is easily more powerful CPU than the 4th generation Core i3-4020Y (1.5GHz). The Intel HD 4000 (Core i7) and the Intel HD 4200 (Core i3) graphic cores are very similar in performance with the Intel HD 4000 having a very slight edge. The Core i3 will provide better batter life.

The Dell XPS 12 has 4x the storage capacity of the MS Surface Pro 3. Windows 8 uses around 22GB of storage.

I didn't mention anything about power. If i wanted power I would get a laptop with an i7 and a Nvidia 980. But if he doesn't need power but needs battery life and mobility the Surface may be a better fit especially if only taking notes, email and browsing. There is more to performance then clockspeed.
