Outlook and OWA folders synched (Exchange)

Hello all I have a quick question. Let's say my companies email is hosted via exchange. If I use Outlook (2010 or 2013 are the ones we use) and create folders for each client, will those folders appear when I access my email via the OWA? Aka are the Outlook files and folders 100% synched with the OWA files and folders?

If they are on the server, they should be. Personal Folder files, however, are local to the PC running Outlook, are single user files (even if on a network share), and are not available in OWA.

Alright so if I start with Outlook and make a folder, then it would not appear in the OWA because the folder is associated with my local, .pst, file. Is there a setup where I can have the folders synchronize? Or better yet, if I already have a .pst with years of emails and folders, can't I use some software to convert the .pst to an .ost? Would that create a synchronized folder structure between my outlook and owa?
