dell laptop not getting switched on with button when connected to charging cable

I have an dell inspiron 13 7000 series notebook
I bought it two months ago
It is not getting switched on when connected to charging cable
Only when the plug is switched off then only it is getting switched on
Also if it goes to sleep mode again it is getting on by closing and opening of the screen flap
Is it a problem or some change of settings
