No, the CPU is soldered in just like an Atom and the CPU also has the integrated worst ever intel HD gpu. If you want a laptop that has a good GPU you might be better off getting a second hand on with a dedicated card.
Other than that if you find one with a socket, you can often upgrade the CPU/GPU but only to a better integrated one. For example upgrading an ivy bridge pentium to an ivy bridge i3 etc.
