I need a new laptop. I'm a light user; mostly web browsing, some movie streaming, and I watch a lot of DVDs. I don't want to use an external drive, as it is much easier to use a built in drive, but if I have no other options I will. I don't need lots of memory or the fastest processor; a DVD drive is much more important than that. I would like an IPS full HD display. I'd like to keep it under $800, but I could go a little higher for the display and a dvd drive.

Will be difficult finding something that matches your specs for below $800. Lenovo Thinkpads and Macbooks have great displays, but they are quite pricey. Maybe you should look for a laptop model which was release last year to save some money. When performance is not that important to you and you're looking for DVD drives this could be an option.
