Actually I disagree with that. If you look on youtube there are some gameplay videos on youtube of highly graphical games being played on intel 4600 hd graphics such as farcry 4 and Battlefield 4 on an i5/i7 processor and all of them run smoothly (around 30 fps).
Yes they are on low-med settings but if you dont play graphic intensive games that much or dont mind not playing on high settings (they still look good on low) then I believe intel 4600 hd graphics will do the job just fine

Some games are playable other games will not be playable. It depends on how graphically demanding the game is and what you consider to the minimum level of performance for a game to be playable.
I recommend you look at laptops with the 5th generation Broadwell CPUs that has the Intel HD 5500. It estimated to be about as powerful as the Intel HD 4600 or roughly 15% - 20% more powerful than the Intel HD 4400. However, getting a laptop with a dedicated graphics chip is more ideal.

Double check the resolution they're playing at. It's incredibly low to even make the games playable.
Also, if you have integrated graphics, you absolutely have to have memory in dual channel configuration to get anything out of the integrated chip. With the memory config requirements and the fact that the HD 4600 only comes on M or H series Intel chips which aren't normally in a terribly low price bracket anyways, they are not a good option for gaming.
There are machines with GT 840M's in them for a minimal amount more.

The intel 4400 and 4600 graphics are very similar. If the OP is going for the intergrated graphics, he should get the processor with the 4600 graphics. Thats what I will probably be doing. I am getting the intel core i5 4690 which has the intel hd 4600 graphics.

You should be aware that the Intel HD 4600 in a desktop CPU is a bit more powerful than the Intel HD 4600 in a mobile CPU.
Anyway, the mobile version of the Intel HD 5500 in Broadwell generation CPUs is currently estimated to be about equal to the mobile version of the Intel HD 4600 based on some limited game benchmark results. Regardless, there will be games that can be played on the Intel HD 4400 and some games that cannot. I am going to guess that graphically demanding games like GTA V will not really be playable on the Intel HD 4400. But it is really too to know for sure.
