FPS Drops even with good PC

Well I have been having issues with FPS on Games mostly Call Of Duty. I always run at 60FPS never above but recently my games run smooth at 60 but itll drop down to the mid 50s for a split second. For Black Ops 2 I usually optimize it with Geforce and then see what my computer can run. For Black Ops 2 it manually put it to high graphics 1080p but its not like I cant get 60fps cause it gives it stable and thats starts going down again. I reduced my Graphics to low but 1080p only and it still does it. I monitor my Temperature and my GPU stays between 72-78, 78 being barley and it stays around 76. I do not have AVG, or Anything installed for antivirus but use windows defender. I uninstalled anitvirus for performance problems. Ive had issues with my laptop since the day i got it graphics wise.

Intel Core i7 4700-MQ 2.4Ghz, Turbo Boost up to 3.2Ghz for 4 cores and 3.4Ghz for single core.
8GB Ram
Nvidia Geforce GT 745m 2 GB Dedicated
1TB Samsung HDD
Windows 8.1 64 Bit
 
Solution
You need to use an anti-virus. Try Avast free version. Very low overheads and minimal performance affect.

Your fps will go down in graphically and cpu demanding scenarios eg lots of explosions, vehicles and soldiers. That's normal.
