Before you guys say anything else, I understand that I won't be able to find many laptops that fit in that category. I need a laptop for school, so I figured that I could try looking for one that could possibly play Skyrim on Medium-High. Other than that, the only other aspect of the laptop that I need is for the wireless card to be dual band, so that I can connect to my school's wifi. Thanks!

You are not going to find a laptop capable of playing Skyrim with medium or high settings for $400. You are looking at a mix of low & medium settings.

Here is a $400 Asus laptop with the Core i5-4200u and the Intel HD 4400 graphics core. It only has 1 stick of 4GB RAM so increasing the RAM by another 2GB or 4GB will help increase graphics performance a little bit (5% - 10%). I don't know if it has dual band wireless.

At the most you will be able to play on Low settings. You can look for used laptop for that price, that should get you into the $800 + range in a few year old system which is good enough for games.

It's not just "many" laptops that are out of range, it's ALL laptops you ruled out. $400 and "gaming laptop" just don't go together. You need another $200 to get to play newer games on low settings and need a $1000-1,500 to go to Medium and higher settings

An it works great on new games. The problem is on older games there is a horrible lag issue. The issue stems from the Graphics driver.Giving horrible performance.I tried the latest 14.12 an it fixed some stuttering issues an lag.But did not completely fix it for older games.Games like Skyrim perform slow. The best driver i have found was 14.4 an I'm letting everyone know this driver works well.If you get a Laptop see how much you can change in BIOS.

For an AMD Laptop you need to get into the North Bridge.in BIOS an get to memory allocation.Like in NB then UMA you should see an option that ask you how much memory do you want to use for graphics. If you see you can change the settings.THAT is the laptop for you!The Toshiba I have did NOT have that option.
