I have not been able to open Chrome settings page. The browser works fine, but the settings page won't load. The history page loads, but you can not clear history. I have scanned for viruses and re installed the software on Windows 7, but still does not work. Any suggestions?

completely uninstall chrome and run a scan in ccleaner to remove any registry errors and then reinstall chrome and problem should be gone .. if not try downgrading to an older chrome to get rid of the problem

Same problem here. Just give up. I've been trying to fix these issue for six months:
1.) can't open settings
2.) can open history, but can't clear (ccleaner gets it cleared though)

The fix... There isn't one... Give up

Apparently, the almighty Google doesn't give a @$#!

I recently experience the same issue as OP. My Chrome has been working fine until yesterday. What fixed my issue is totally uninstall Chrome (including deleting Chrome folder in AppData, delete browsing data and cleaned up its registry entries using CCleaner). Then re-download Chrome, but by selecting other platform. I selected 64 bit download since my system is Windows 10 64 bit. It installed a fresh installation and my Chrome works again.
