My laptop keys of @ and "have been switched... how do I change them back?

Solution
In Windows you probably have a non-standard keyboard selected. Go to Control Panel, Language, and make sure that your language settings are correct, and then got to your keybaord settings and make sure they are correct.

My keyboard at home sometimes gets recognized as Japanese after I washed it a few years ago, so I sometimes have to switch it back to US-English instead of Jap-English to get some of the less commonly used punctuation to work.
