No it is not, the HD 8650G is a graphics component in an AMD APU. This means that it does not have its own dedicated memory and is going to rely on slower system memory.
The HD8670M is a dedicated graphics card in a laptop (if you can really call it a graphics card), will have its own memory and faster clock speeds.
Though, neither will be that fantastic at gaming, just the HD 8670M should edge out a few extra frames.
