Slow jumpy typing on Dell Inspiron while online

My Dell laptop over the last few months has terrible jumpy slow, fast typing. Acts like it's waiting then catches up. When writing emails in gmail, when ordering online...checking boxes etc. Called Costco Concierge and went through routines. Take out battery...go back in time before the problem started. All kinds of checks. After an hour of tries. I gave up went online and tried several other fixes. Nothing works.Before I get back online to concierge again... Any ideas? Dell Inspiron 17R, Intel Core i5-460M Processor,640 GB 5400RPM SATA HD, MS Windows 7. I do have McAfee security and am on Comcast broadband. I do not do anything fancy on this laptop. No gaming or downloading much.

In safe mode, a lot of things that work in normal mode don't work. That's because safe mode is designed to run with a minimal set of windows resources. It's there as a troubleshooting device not meant to be used daily. Anyway, in here just browse around, open a WordPad or Word window (if you have office installed) and just type some random stuff to see if it's still jumpy. The internet won't work in safe mode, so you won't be able to type into web pages.

Need some more info

1. Does it run normally in safe mode?
2. In normal mode, open the Task Manager(CTRL-ALT-DEL, or right-click on taskbar, select task manager) and go to "Performance" tab. Watch over a few minutes and describe how much CPU activity is present. On an idle desktop there should be no significant activity.

Those two address software issues. If they pass I'll suggest hardware tests

Thanks for the quick reply. I am not very tech savvy. I don't know what safe mode is but I will research and try that and then to step two. Thanks!

To boot in safe mode in Windows 7, reboot normally but when it starts back up start hitting the "F8" key on the top row of the keyboard. This should interrupt startup and show a black screen with a list of options. Use the arrow key to move to "safe mode" and hit enter.
