Yes, and with shaders you should get something around 40 to 60 FPS. Won't be stable though. You'll have a lot of FPS fluctuation.
EDIT: I read your post wrong. Without shaders, you should have something like 90-120 FPS.

I did some math here, and it fell on the 420.69 line here. I don't feel like your FPS calculator is up to date.
Go in your BIOS and select change motherboard. Your FPS calculator should now work properly.

People on Youtube seem to get ~30 FPS with shaders on while recording. You should get ~50FPS.

"Would this build be powerful enough to run games such as Minecraft with shaders at an ACCEPTABLE framerate ?"

I don't think minecraft is a game worth mentioning as far as graphics performance goes. You will be fine. Even if your pc can run 50-400 fps you will be able to play and have a good time trolling.
