Ok so my problem is I want to use my TV and PC Speakers Simultaneously.
My TV Speakers run through my Graphics Card and my PC speaker are run through my on-board audio. So my TV speakers would be the left and right and my PC speakers would be my Middle and Side Speaker. Is there any way of setting this up?

It would work but sound a little weird as you would lose stereo separation and depth of field.
There is not a way to output 5.1 or 7.1 sound using two devices.
The best you can do with your setup is four front speakers and sub.

My opinion is that you don't use computer speakers and your TV speaker simultaneously. Your sound quality will be compromised. Your best bet is to buy a 5.1 surround sound speakers, you can pick a descent system up for under $100 and run them through your MOBOs audio ports. If you really want to run your pc speakers and TV speakers you wont get surround sound audio, they will all pretty much be one speaker. you can adjust sound settings so that your getting sound through HDMI (GPU) and through the 3.5mm audio aux port on the back of your Mobo. You can make the adjustment in control panel under sounds and audio devices, or better yet through the boards sound software like realtek etc. I know that you can run sound through multiple ports.
