I have a Samsung LCD TV which has two HDMi ports, but doesn't have any USB port. So I usually connect only my laptop with an HDMi cable. But now I need to connect my external HDD or USB flash drive to the TV. How can I do that? Is there any converters available for this?

My HDD has not any external power supply

You can't, just connect the drives to the laptop and use that to play the files on the computer. Or get a media player that can read external drives. I had a fairly cheap DVD player that had a USB port and I had a 320 gig external drive hanging off it that played AVI DIVX files.

Alternatively you can look for some of the "Hard Drive Enclosures". A friend of mine swears by one because they'll take any standard HDD and can stream directly to a TV so he keeps his movies on it.

hdmi jack is specifically designed to get a direct video signal. the usb device holds only media data. so even if tommarrow, u get any converter to do so(which is impossible bcoz the reason is-), the converter has to decode usb media to audio-video output(which is done by laptop/some new android devices) and then give it to hdmi.
