My budget for a new laptop is about 600 dollars. To keep it short and sweet, these are things im looking to get out of a laptop
1.Portability- 15" is fine
2. Semi-Decent Gaming Capabilities (Games range from WoW to Skyrim, though games like BF4 on low are medium would be cool too)
3. Would rather STAY AWAY FROM 1080p monitors because whats the point in having that and not a good enough GPU to support it? At this price range id like to stay at a lower resolution so I can get higher FPS while playing games

I am new to the whole laptop world since iv used desktops most of my life, but since I will be going to college soon, im gonna need something more portable. SO HERE I AM!

Acer makes some decent affordable gaming class laptops. If you are willing to go a little bit out of your price range, I can recommend some great gaming laptops to you.

If you are willing to go $200 above you can get the Acer Aspire V3-772G-5413 and pretty much be able to play anything at high res on it.

Well I guess that depends how far out of my range we are talking. I plan on buying towards christmas as well, when price slashing gets crazy, so id love to see some good ones xD

Since im going to be buying on christmas I can probably get a 700 or 800 for 600. At least i hope. so no but anything farher out than 200 will most likely be out of my price range for sure

That should be fine, as long as you don't mind some slower gameplay. The processor is significantly slower at a comparative 1.7ghz to 2.6ghz, the one I said being almost a full ghz faster. It will probably play future games faster as well, and I would personally choose the $800 one but your choice will do for the games you want.

I heard I5's are not as good as AMD a10's for gaming in budget laptops, do you know if this is true or not?

Generally Intel CPUs are better all around as it sounds like you are doing work as well as some gaming on the laptop. For purely games, the A10 is better.
